Bugs on Cilantro Plant…Aphids

I planted a few herbs inside in August or September… I’m notorious for over watering, but My Cilantro now has small oval-shaped black bugs that never appear to move at the base and ends of the stems. What are they? And are my Cilantro and therefore all of my herbs doomed, or is there a good way to get rid of them?
